One youth worker (can be a couple) and two children’s workers are needed in Japan. Youth work is a major hole in many Japanese churches due to the pressures of the school system. Someone who is dedicated to youth work that could start youth Bible clubs in different locations, as well as have special camps/retreats/service projects could stay rather busy.
